(Aside: my previous comment was mostly me trying to work through the reasoning and I started out preoccupied with Art Laffer garbage, I was also thinking of cunsumption-smoothing, but that's pretty much my same point about rising savings, with consumption-smoothing being the main factor) My thought was, wouldn't a rise in VAT be subject to both consumption-smoothing, as well as real interest rate effects? Another point: wouldn't we also expect a bias of purchases in the short-run toward investment and consumer durables, which would incorporate an element of consumption-smoothing? Could you explain? As far as I'm thinking about it, it seems that it would have a stimulative supply-side effect before because people would try to generate income before the rate change takes effect.
