The persuasive power of the UK right wing press

The first line of defence for the UK’s partisan right wing press (Mail, Sun, Telegraph) is that they do not matter. The opinions they express and the news stories they follow just reflect the views and interests of their readers. We now have clear evidence that this is simply not true for Fox News in the United States. As I describe here, the output of Fox News, which bears very little relationship to the truth, is designed to maximise its persuasive power. I think Obama summed it up quite clearly when he said even he would not vote for himself if he watched Fox News.

The presumption must be that the same is true in the UK in terms of the potential power of the right wing press. Most voters are not interested in politics, and so depend on limited sources of information to form their views about politicians and political parties. But I thought we had no comparable econometric or statistical studies to show this for the UK. I had noted that Scottish newspapers were much less pro-Brexit than their English counterparts, but maybe that just reflected different attitudes to Brexit north of the border. I did wonder whether Liverpool and the Sun (more specifically its absence because of Hillsborough) might be what economists call a natural experiment. The Leave vote in Liverpool’s districts does seem exceptionally low (my thanks to Ian Gordon here), but of course there are always other stories you can tell.

But then someone (alas I cannot remember who) pointed me to a paper by Jonathan Ladd and Gabriel Lenz in the American Journal of Political Science in 2009. They looked at another natural experiment: the endorsement of Labour by certain newspapers before 1997. To quote
“By comparing readers of newspapers that switched endorsements to similar individuals who did not read these newspapers, we estimate that these papers persuaded a considerable share of their readers to vote for Labour. Depending on the statistical approach, the point estimates vary from about 10% to as high as 25% of readers. These findings provide rare evidence that the news media exert a powerful influence on mass political behavior.”

So we do have evidence, comparable to that for Fox news, of how powerful an influence these papers can have. I suspect the endorsement per se is not doing the work here, but the more favourable editorial line and coverage that went with it. Blair never got the Kinnock or Miliband treatment

It is ironic how much we are currently obsessing about the influence of the new social media, when the problems with old media are likely to be quantitatively larger. Once you acknowledge this, explaining important political developments like public attitudes to austerity becomes much easier (see this paper by Timothy Hicks and Lucy Barnes for example). For so many things that political scientists and others spend a great deal of time analysing, like Brexit, the right wing print media is the elephant in the room.

It is in this context that we should view the latest attempt to smear Jeremy Corbyn in the print media, and the shameful attempts by Tory ministers to jump on the bandwagon. (I will leave it to Andrew Neil to explain what nonsense the smear is and who those ministers are, but watch Steve Baker use all the usual tricks (e.g. “questions to answer”) to try and make something out of nothing.) The 2017 election showed us the influence of the Tory press is not total, but May still won: its influence on older voters in particular is still strong. Despite its falling readership, this press still also has considerable influence over the broadcast media's agenda.

So when certain journalists call Corbyn’s response to these smears creepy and disturbing, this is the context in which to view such comments. To say it suggests an attack on our free press is nonsense, because the predominantly right wing press in the UK is not in any meaningful sense free. That these papers are owned by extremely wealthy people who can dictate these paper's political agenda seriously distorts democracy. It also means this press has considerable power over the government. The UK press will not be reformed under a Tory government: Leveson 2 has been shelved.

Those who want to go back to a world without Brexit and Trump have to ask why Brexit and Trump happened. There is no point treating the symptoms and not the disease. A key part of the reason we have Trump and today's Republican party in the US is Fox News, and a key reason we have Brexit in the UK and ministers calling the leader of the opposition a traitor is the right wing press.

Problems with triangulating over immigration

I have talked before about why triangulation over austerity did not work for Labour, but why triangulation over Brexit seems to be more successful. Tony Blair’s latest intervention suggests it is worth asking the same question about immigration. (The report that he launched is well worth reading.) It is a question that lies at the heart of many Labour MPs views on the politics of Brexit.

One of the lessons from austerity is that it is very dangerous to triangulate on an issue where you appear, as a result, to admit fault or blame. If the deficit is a problem (in 2011, say), why did you let it get so large on your watch? This was why ‘too far, too fast’ failed: you acknowledge a problem, and therefore implicitly admit guilt. Getting over the idea that there is a delicate balancing act between reducing the deficit and protecting the recovery is difficult, particularly as it is also an incorrect idea.

It is an obvious point, but exactly the same was true for immigration. Just look at the headlines. The parallels with immigration and the deficit are clear. In office, Labour did the right thing in ignoring the deficit in 2009, and they also did the right thing in allowing substantial EU immigration before then. In both cases the instincts of many voters is to do the opposite: the government should tighten its belt in a recession just like the rest of us, and the country should be able to control and limit who comes in. In both cases, the moment a government that in the past appeared to ignore these voter instincts starts to appear to suggest the instincts are valid, they trash their own record.

You could argue that while this is clearly right for Miliband and 2015, it has less salience for Corbyn rather than Blair today. You could go further and say that what works for Brexit will work with immigration. Just as triangulation gets you the votes of those who sort of want Brexit but worry about the economic consequences, so too could triangulation over immigration get you the votes of those who want to control immigration but are worried about the economic consequences of May’s obsession with hitting targets.

Here I think we need to look at a second problem with triangulation, which is that the nature of the political debate is influenced by it (is endogenous to it). With Brexit it means that neither of the two main political parties is making the case against Brexit, so the (non-partisan) mainstream political debate tends to ignore the anti-Brexit case. One of the unfortunate consequences of the way the BBC and others interpret impartiality is to see it in terms of the two main political parties, rather than (in this case) the population as a whole, so the views of half the population get largely ignored.

You could argue that this may be of secondary importance for an issue like Brexit, because the anti-Brexit case is still fresh in the mind from the referendum campaign. But that is much less true of immigration. Immigration is now well and truly defined in the media as a ‘problem’, and it is very rare to hear a politician (or anyone else) sing its praises. (Jonathan Portes does his best, but when a well known BBC commentator says his views will not win many votes, you get a clear idea of what is going on. [1]) May is quite safe from the media when she says immigration reduces wages and access to public services. The implication of all this together with a large partisan print media is politicians fear talking about the benefits of immigration because that may ruin a carefully triangulated position.

The reality is of course very different. Study after study after study (from academics, not partisan think tanks) shows how much we benefit from EU migration, and how it has virtually no impact on wages. Immigration increases the resources available to provide public services by more than it uses those services. Yet this knowledge is not reflected in the media discourse. The reason is straightforward: the political right wants to use immigration as both an excuse (for the impact of austerity) and a weapon (to achieve Brexit, for example), and the left by and large keeps quiet because it is triangulating.

People in the media may object by quoting polls that suggest the public overwhelming wants to control immigration: they are just reflecting that opinion. (But see footnote [1].) But polls also say people want less taxes. If you dig deeper public attitudes are far more nuanced than the public debate suggests. Here is some data, from an international study, by IPSOS-MORI:

“British people have become more positive about the impact of immigration over recent years. Forty-five per cent say immigration has been good the economy, up from 38% a year ago and from 27% in 2011, and 38% say immigration has made it harder for native Britons to get a job, down from 48% a year ago and 62% in 2011. However, Britain is one of the countries most worried about the pressure placed on public services by immigration, with 59% concerned – although this too is down from 68% a year ago and from 76% in 2011, when Britain was the most worried of all the countries surveyed.”

In other words, as I have emphasised before, the thing that most worries people in the UK about immigration is a myth. Yet triangulation, together with the way the media creates what I call ‘politicised truths’, means that voters are unlikely to find out what the facts are. [2]

The way this ambivalence is often articulated is through the issue of skill. 75% of people want skilled migration to stay the same or increase, while the consensus is that we should have less low or semi-skilled migrants. Yet if you name some categories of semi-skilled migrants, it turns out a majority want the same or more care worker, waiters, construction workers [3] and fruit pickers. As Rick says “apart from the care workers, construction workers, waiters and fruit pickers, what have low skilled* EU migrants ever done for us?” Skill has just become a way of people reconciling their wish for lower immigration in abstract with a recognition that immigration is good for the economy. It is like wanting lower taxes achieved through improving the efficiency of public services.

So how can something that people are ambivalent about become a major political issue that helped push us out of the EU? One answer is the sheer weight of numbers, and for some particular regions not previously experiencing inward migration that seems to be true. (It also reflects the inertia in public service provision.) But the rise of anti-immigration sentiment elsewhere in Europe where recent flows are not exceptional suggests other forces are at work. In part it is far-right parties exploiting fears about terrorism. But much more importantly in the UK, it reflects the deliberate exploitation of immigration as an issue by the Conservative party.

This predates the increase in immigration from Eastern Europe. In 2001 William Hague talked about Tony Blair wanting to turn the UK into a ‘foreign land’. The political temptation on the right to play the immigration card is strong, but until Brexit it has always been duplicitous. The wiser heads in the Cameron/Osborne government never wanted to hit their own targets because of the economic damage it would cause, and as a result they did not even bother to use all the controls that were available with free movement. As Chris Dillow says, immigration was the only scapegoat left to deflect concern about austerity and stagnant productivity. Immigration scapegoating became part of what I have called neoliberal overreach. [4]

This is I think the main reason why triangulation over immigration is not an effective strategy. By trying to appeal to those who are moderately concerned about immigration, Labour falls into a right wing trap, which is to implicitly validate their scapegoating. You can only convincingly argue that scarce public services are due to austerity rather than immigration if you can argue at the same time that immigration brings more resources to the public sector than it uses. You can only argue that economic policy is responsible for stagnant wages if you also say that it is not the fault of immigrants. Labour should go with its members and argue for the benefits of immigration, and in particular free movement with the EU. [5]

[1] This simple exchange illustrated so clearly to me why the BBC’s so called mission to inform and explain is often no more than a joke. Rather than regard popular beliefs that are incorrect as something the BBC has a duty to try and reverse, they are instead used to dismiss expertise.

[2] This is not just a UK phenomenon: around the world politicians use immigrants as scapegoats.

[3] I’m often told that economic studies of the benefits of immigration ignore ‘existing capital like housing’. Yet we need migrants to help build more houses for natives as well as migrants. The only thing that migrants cannot bring to the UK is more land, but with an effective regional policy which we desperately need anyway we have plenty of land.

[4] Some have asked why I called it overreach, when most just talk about the collapse of neoliberalism? For a start, using immigration as a political weapon is not a natural consequence of neoliberalism, and instead comes more from the social conservative part of right wing parties. Also while I think neoliberalism encouraged austerity, I can quite imagine those with neoliberal views forsaking it.

[5] There is an argument that free movement should be opposed because it is unfair to non-EU migrants. Yet you could make the same point about any trade agreement between two countries: it is unfair on all other countries. Arguments about equity that make some people worse off and no one better off give equity a bad name.

Inequality or poverty

Tony Blair famously said:
“[It’s] not that I don’t care about the gap [between high and low incomes], so much as I don’t care if there are people who earn a lot of money. They’re not my concern. I do care about people who are without opportunity, disadvantaged and poor.”

Most people, including the Labour government, interpreted that as focusing on poverty rather than inequality. For an excelllent discussion of historic trends in inequality and how they were influenced, among other things, by poverty reduction programmes pushed by Labour (as well as how that may unwind in the near future) see this excellent discussion by Rick. 

I recently saw a very clear defence of the position that poverty mattered more than inequality from Miles Kimball. His argument comes from surveys that quantify a basic principle of economics, which is diminishing marginal utility. He quotes results which suggest that a dollar of income means an awful lot more to someone earning half the average wage than someone who earns double the average wage. He suggests the results come close to validating the second principle of justice suggested by John Rawls. To put the idea at its most simple, we should not worry about the rich too much because their extra money buys them very little extra happiness, but instead focus on reducing poverty.

Now of course this point is irrelevant if we are talking about reducing poverty by taxing the rich. The rich are a very good source of money, because they will not miss it very much. The importance comes if we compare two societies. One has no poverty, but a significant number of very rich people. The other has no rich people, but still has poverty. Miles’s argument is that we should prefer the society with no poverty to the one with no super-rich. In a static sense I think that is right, but I have dynamic concerns that I will now come to.

Right at the start of Miles’s discussion is an interesting paragraph:
“Before going on, let me concede first of all that the amount of wealth held by the ultra-rich is truly astonishing, and that making sure that the ultra-rich do not convert their wealth into total control of our political system is important. Documenting and studying in detail all of the ways in which the ultra-rich influence politics is crucial. But short of the ultra-rich subverting our political system, the focus of our concern about inequality should be how well we take care of the poor; whether money needed to help the poor comes from middle-income families or the rich is an important issue, but still of secondary importance to how well we take care of the poor.”

I want to explore a point that Miles does not pursue. If money matters so little to the very rich, why would they want to become ultra-rich to an astonishing degree, and go on to try and control the political system to ensure they get even more? The answer comes from exactly the same logic as Miles uses. If £1000 means nothing to you because you are very rich, if opportunities arise you put effort into making that £1000 into £10,000 or £100,000. The fact that the ultra-rich have wealth that is truly astonishing may not be an accident, but may be a result of exactly the same principle that Miles explores: diminishing marginal utility. The rich are no different from everyone else in wanting more utility, except for them it requires huge amounts of money to get it. [1]

To see why this can matter, consider an argument put forward by Piketty, Saez and Stantcheva that I discussed here. Why has pre-tax income for the 1% risen so much in the two countries, the UK and US, that in the 1980s saw large reductions in top income tax rates? The argument these authors put forward is that with punitive tax rates, there was little incentive for CEOs or finance high-flyers to use their monopoly power to extract rent (take profits away) from their firms. It would only gain you a few thousands after tax, which as they were already well paid would not increase their utility very much. However once top tax rates were cut, it now became worthwhile for these individuals to put effort into rent extraction.

As I discussed here, the bonus culture may be the means of rent extraction that was incentivised by cutting top tax rates. If you want to see the kind of thing I have in mind in action, read this article by Ben Chu on what happened to Theresa May’s wish to see annually binding votes by shareholders on executive pay. That kind of lobbying takes effort. It worked, and as a result top executives at the builder Crest Nicholson can ignore a shareholder vote against changes to their compensation rules. No wonder executive pay seems to rise even when a company’s fortunes turn sour.

So it seems to me that I could take the same basic principle that Miles explores and write a very different conclusion. Once we allow those at the top the opportunity to earn very high incomes, and the only way these individuals can see to get additional utility is to embark on rent seeking, we can at the very least divert their effort from socially enhancing activities (i.e improving the company). When those efforts extend to influencing the political system, we are in serious trouble. These activities may culminate in taking over the political system, which after all is what has happened in the US, with potentially disastrous consequences. For that reason alone, inequality matters as well as poverty.

Tough on the causes of immigration

In Tony Blair’s recent intervention on Brexit, I kept expecting to read “we need to be tough on immigration, and tough on the causes of immigration”. For those who do not know, when he was Shadow Home Secretary in 1993, Tony Blair came up with the slogan: tough on crime, tough on the causes of crime. It was a brilliant piece of political spin. The public had the perception that the Conservatives were tougher than Labour in dealing with crime. What Blair did with this slogan was to counterattack by suggesting that the Conservatives might be tough in the sense of locking people up, but maybe a smarter strategy would be to go for the causes rather than just the symptoms of the problem.

He didn’t say that about immigration. But I wish some of those who argue that we need to restrict immigration by more would say something like: “Rather than control immigration, we should do something about the causes of immigration”. There currently seems to be a presumption that if you decide immigration is too high, you automatically argue for some form of direct immigration controls and numerical targets to guide these controls. That does not follow. Indeed you could argue that it should not follow. Having some bureaucrat decide whether a firm should or should not be able to employ someone from overseas is likely to be arbitrary and inefficient. Having a points system to do the same risks being a blunt instrument that leads to many bad individual outcomes

You would think, in particular, that those politicians that extol the virtues of a free and flexible labour markets, and argue that we need to reduce red tape for UK business, would push this line, and argue for indirect rather than direct control of immigration..But there may be a good political reason why they do not. One of the political advantages of direct controls is that they hide the costs to firms of those controls.

Suppose, for the sake of argument (and against the evidence), that we agreed that immigration imposed some form of cost on society. The obvious solution, for an economist, would be to impose a tax on firms that employed immigrants. Indeed Theresa May floated such an idea in early 2016. But that immediately makes it clear to the public that controlling immigration has costs, and allows the business sector to lobby hard against this tax. A much milder idea of ‘naming and shaming’ firms that employed immigrants was floated at the last Conservative party conference, but was quickly dropped for similar reasons. As Brexit polls showed, many people only favour immigration controls when they think there will be no cost to them personally. Even government ministers behave in a similar way. The moment you make it clear that reducing immigration will harm business, support falls.

While this might be a concern for those who want to use immigration as a political weapon (to deflect attention from the consequence of austerity, for example), it should not be for others (in the Labour party, for example) who simply want to appease public opinion. Above all else, focusing on the causes of immigration rather than direct controls should produce a much more honest public debate.

Why the political centre needs to be radical

In a recent article on Tony Blair, George Eaton wrote:
“[Blair] said of Corbyn’s supporters: “It’s clear they can take over a political party. What’s not clear to me is whether they can take over a country.” It was Blair’s insufficient devotion to the former task that enabled the revival of the left. As Alastair Campbell recently acknowledged: “We failed to develop talent, failed to cement organisational and cultural change in the party and failed to secure our legacy.” Rather than effecting a permanent realignment, as the right of the party hoped and the left feared, New Labour failed to outlive its creators.”

I beg to differ. The rise of Jeremy Corbyn is not a result of Blair failing to “cement .. cultural change in the party”. It is a result of the financial crisis, of everything that has followed from that, and the centre’s failure to offer a radical response to that momentous event.

Echos of the financial crisis are everywhere for those that care to listen. Even in the EU referendum, which at first sight is about free trade areas and sovereignty. The main reason Brexit has such wide popular support is concern over immigration, and that in turn is driven by a belief that immigration reduces real wages and puts pressure on public services. Yet the main reason public services are under pressure is austerity, which in turn was a reaction to the financial crisis. Immigration improves the public finances. The main reason for the decline in real take home pay for the low paid is not immigration but stagnant productivity following the financial crisis (and increasingly austerity measures).

The financial crisis was a major event not just in its consequences, but because it raised crucial questions about our current economic system. For most on the political right that question was too threatening to contemplate, so they doubled down by reducing the size of the state using deficit deceit as a means. But as many people did not want less spent on the things the state does, and a smaller state did nothing to immediately inspire the private sector, that only intensified popular frustration with the economic status quo.

Rescuing the banks should have been a prelude to radical reform of the financial sector, yet the centre only seemed to be concerned with putting the pieces back together again and making minor changes that are very vulnerable to being unravelled by political pressure from the banks. In many countries the centre seems paralysed by the glare of populism, whether that populism is used by governments (austerity) or the far right.

For the UK’s centre-left this paralysis comes in a particular form called ‘electability’. Radical policies almost by definition upset the status quo, who will attempt to frame such policies as anti-business or anti-aspiration. If electability becomes synonymous with avoiding anything that might be framed in this way, that rules out radical solutions. Yet radical events or profound changes in society and the economy may well require radical solutions, and if the centre avoids them they let people like Donald Trump or Boris Johnson in.

In a recent article Dani Rodrik wrote about populist politics in response to the impact of inequality and globalisation, but it could equally apply to the financial crisis. The two are connected of course: it was the globalisation of finance rather than anything happening in the UK economy that destroyed UK banks.
“The appeal of populists is that they give voice to the anger of the excluded. They offer a grand narrative as well as concrete, if misleading and often dangerous, solutions. Mainstream politicians will not regain lost ground until they, too, offer serious solutions that provide room for hope. They should no longer hide behind technology or unstoppable globalization, and they must be willing to be bold and entertain large-scale reforms in the way the domestic and global economy are run.”
